The CCU recently completed
its FY 2018-20 performance review of GPA General Manager John M. Benavente, PE
and GWA General Manager Miguel Bordallo PE.

3) Managing People (15% of total performance score)
4) Managing Information (10% of total performance score)
5) Personal Competencies (30% of total performance score.
Their performance was evaluated on a 5-point scale, ranging from Outstanding (5), Above Satisfactory (4), Satisfactory (3), Marginal (2) to Unsatisfactory (1).
The CCU evaluation of utility general managers were conducted in an open public meeting on December 3, 2020.
The CCU reviewed Mr. Benavente’s performance, including the successful government approval of and GPA’s bid award for the construction of a new power plant to replace the aging/damaged Cabras 1-4 units. The new generator will burn significantly less fuel, provide more reliability , and help Guam bring on even more renewable energy sources in the future. He also managed to contract with another 120MW of new utility scale solar energy sources while also overseeing the installation of Guam’s first utility scale 40 MW battery, which will come online in early 2021.
Guam is on-track to have 25% of its energy comes from solar plus storage assets by 2023 and 50% by 2035. GPA also was able to hold or lower the rate for fuel charges to ratepayers since 2018, while continuing not to increase the non-fuel base rate (which has not increased since 2013). The CCU also reviewed other improvements made to the islandwide power system, the continued strong financial performance of GPA, and the continued safety in the utility operations. Mr. Benavente received a ranked a score of 4.09 for his performance, which translates to a rating better than “Above Satisfactory/ Exceeds Expectations.
The CCU also reviewed GWA GM Miguel Bordallo’s performance.
Over the past three fiscal years, Mr. Bordallo completed the construction of the new $72M Agat/Santa Rita Wastewater Treatment Plant in 2019 and commenced the $122 Million construction of secondary treatment upgrades to the Northern District Wastewater Treatment Plant. This latter project is almost entirely funded by the U.S. Department of Defense (DoD), at little cost to GWA ratepayers. Bordallo also successfully worked with DoD to license GWA to operate the rehabilitated Tumon-Maui Well as a significant source of water for GWA customers. Bordallo also worked to improve the safety and reliability of the water system as reflected by compliance with Safe Drinking Water regulations, improvement in pump station reliability, as well as the near successful completion of all requirements of the United States District Court Order approved by Judge Francis Tydingco-Gatewood in 2011. Mr. Bordallo also received high scores for the continued improvement in GWA’s financial performance and the reduction of non-revenue water due to improved water meter performance [see attached documents].
Mr. Bordallo received a ranked a score of 4.25 for his performance, which translates to a rating better than “Above Satisfactory/ Exceeds Expectations.
Despite the strong performances of Mr. Benavente and Mr. Bordallo these past three years, the CCU did NOT grant any adjustments in pay, asking the two GM’s to share in the sacrifice facing so many ratepayers from the COVID-19 pandemic.

COMMISSION ON UTILITIES
Established in 2002, the
Consolidated Commission on Utilities (CCU) was established as the board of
directors for both the Guam Power Authority and the Guam Waterworks Authority.
The CCU is made up of five elected members and is vested with the same powers
previously exercised by previous boards of directors. In addition, it retains
contracting authority, establishes policies and has control over the selection
of the top management of the Authority.
